before would get the dead ends off , but then after would get the frizz. any oppions from hairdressess?,.. or who ever?

Always cut hair after a perm. Perming can cause more damage to split ends and cutting after will assure you get them all out.

I think it would be better to cut it after. If you cut it before, there is a possibility of it being way too short and that's not something you want to have to deal with until it grows back out.

I was told that it's best to trim BEFORE perming because once you've permed it you will then be cutting a portion of the curl off. This leaves you with what looks like fishing hooks at the end of your hair rather than the curls...
